Invitation system, permission changes

Permission changes ; learned that many users have permission issues
around the site, and did not report it! today someone reported permission
issues, and it was fixed at once.

This also goes for all existing user, and new registrants.

A new modification in place, it allows the use of invitation codes,
if you dont have a code, no worries its not required dureing registration.
Mod is currently released for publik testing, and is availible for download
both here in the downloads section, and on vbulletin.org modfication site.
